two basic tips: to play very very fast you have to be very, very relaxed. all movement must be the most 'economic' and not stressing possible.
think like a dancer or and athlet: every single movement must be the right, relaxed and economic movement.
Second: to play very very fast, start slow and increase speed as you feel comfortable. increase the speed slowly
i suggest the best selling jojo mayer's 'secret weapond for the momdern drummer' dvd for the hands tecnique.

First of all, what is the book?
My favorite speed techniques is take a pattern (1 bar of 8th notes, semi quavers) and double it to a bar of 16th notes.
1+2+3+4+ 1e+a2e+a3e+a4e+a. Repeat.....a lot!
You can do this with any pattern or groove.
Take a jazz ride pattern at quarter note =150
for 4bars then, play 4 more bars at quarter = 300
Again, repeat.
Take a bossa nova and double it to samba and back again.
Start this wherever you are comfortable. If you spend some time on this everyday, you will gain speed and endurance. Good luck and HAVE FUN
Speaking of fun, try doing your practice pad work to music instead of always a metronome.
